Support Services Division


The Support Services Division is comprised of a civilian Support Services Division Commander, one police sergeant, one police officer, and 20 civilian employees.


 Mr. John Ellison, Director of the Support Services Division, is responsible for the overall operations of Communications, Detention, Property And Evidence, Records, and Crime Prevention.  These functions are considered the “Backbone” of the police department. He has over twenty-four years of police experience.  

John Ellison has served in numerous positions in his police career to include Patrol, Investigations, SWAT, and Chief of Police. Mr.. Ellison is a certified police officer in three states and holds an Executive Certification. Mr. Ellison is also a certified instructor in numerous police subjects to include Firearms, Defensive Tactics, Emergency Vehicle Operations, SWAT, Community Policing and numerous other subjects.  

Mr. Ellison is a graduate of the FBI National Academy 207th Session, the FBI LEEDS Program 7th Session and holds a Masters Degree in Criminal Justice from Boston University. Mr.. Ellison also holds a Level III Certification in Homeland Security  

Mr. Ellison is a retired U.S. Army Master Sergeant with over twenty-four years of service having served in numerous assignments and locals. He is a graduate of the United States Army Sergeants Major Academy.


Communications Section

The Communications Section is comprised of 13 civilian communications officers. If the Patrol division can be described as the "heartbeat" of the police department, then the Communications Section can only be described as it's "pulse". The Communications Center is where all telephone and walk-in calls for service are received. It is also where calls are assigned and dispatched to the officers on the street. The department operates off of a trunked 800 MHz radio system. Communications Officers use computer aided dispatch (CAD) computers to track calls received and dispatched to ensure that they are answered as quickly and effectively as possible. The Communications Officers also utilize the National Crime Information Center computer database (NCIC) as well as the Texas Crime Information Center computer database (TCIC) to check persons for warrants and criminal histories as well as property to determine if it is stolen.

The Rowlett Police Department Communications Section is also charged with answering the City's enhanced 911 system along with dispatching Fire and Paramedic units of the Rowlett Fire Department. To top it all off, as if they weren't busy enough, they also dispatch for the City's Animal Control Services. 


Records Section

Belinda Montoya is records supervisor for the City of Rowlett.  Assisted by Records Clerk Gracie Richardson, and Diana Gillette, she manages the day-to-day operations of the Records Section. This section is responsible for distributing, maintaining, and storing all reports and their supplements that are generated by the Operations Bureau as well as the Detention Services Division. The department utilizes a state of the art computer system utilizing Records Management System (RMS) software by VisionAIR, Inc. Both the departments CAD and RMS software utilize the Windows NT operating system platform. Records personnel maintain statistics that are used within the department and are reported to the Texas Department of Public Safety and FBI on a monthly basis (NIBRS). The Records Section is also responsible for responding to public requests for open records materials. Community Services Division

 Officer Daniel Miller is the department's Community Services Officer. He is responsible for the Citizens Police Academy, the Volunteers in Police Service (VIPS), Neighborhood Crime Watch and other crime prevention and community improvement programs. To find out more information about the various programs available, contact Officer Miller by email or telephone at (972)412-6242. 

 


Detention Services Section

 
The Detention Services Section is supervised by Sergeant BJ Green. Current authorized strength for Detention Services is nine officers.

Detention Services is responsible for the operation of the police department's detention facility which is used to temporarily house prisoners charged with Class B Misdemeanors and above pending transfer to the Dallas or Rockwall County Jails. Prisoners charged with Class C misdemeanors (traffic warrants, city ordinance violations, public intoxication, simple assault) are also housed here pending the posting of appearance bonds or fines.



Property and Evidence Section

Sergeant Green also supervises the Property and Evidence Section.   This section maintains evidence security and integrity on all property and evidence seized by the department including weapons, narcotics, stolen property recovered/found property. The chief Evidence Technician is Doug Nations.  He is assisted by Evidence Technician and department Quartermaster Eva Perez.  Property and Evidence is released by appointment only.  Persons wishing to arrange for the release of property held by the police department should contact Officer Nations at 972-412-6214 for an appointment or by email.


 

Sgt. BJ Green, in addition to supervising Property and Evidence and Detention Services, is also the department's webmaster.

Sgt. Green holds a Bachelor of Science Degree from the University of Texas - Arlington. He has been a certified peace officer since 1981, has over 5256 training hours, and holds a Master Peace Officer Certificate from TCLEOSE. He is a graduate of the Southwestern Legal Institute School of Police Supervision and the Bill Blackwood Law Enforcement Management Institute of Texas, Leadership and Command College.

Sgt. Green joined the Rowlett Police Department in 1988 in the Patrol Division, at times being assigned as a patrol officer, patrol sergeant, crime scene investigator, and hostage negotiator.   In the Support Services division, Sgt. Green has previously supervised the Communications Section and the Records Section.  Sgt.
