Swimming Pool Requirements and Fence Regulations

SWIMMING POOLS/SPAS/HOT TUBS
Fees:
-In Ground Swimming Pools - $200.00
-Above Ground Swimming Pools, Spas or Hot Tubs - $50.00
Any above ground or in ground pool, spa or hot tub requires a permit. A fence 6 feet in height is required around the pool, with self-closing and self-latching gates, with the gate latch in the upper quarter of the gate. Setback requirements for pools are 3 feet from the rear property line and 5 feet from the side property line and a 1 to 1 ratio at the house.
Two (2) copies of the site plan or your property survey with the dimensions indicating the location of the pool on the property, along with two (2) pool plans showing the pool drawing with all pool features must be turned in with the permit.
The electrical service provider shall stamp both copies of the pool drawing prior to being submitted to the City for review.
Required Inspections:
Belly Steel - before gunite, ground wire can be installed at this stage.
P-Trap - all pools are required to have a P-Trap installed.
Gas - pools or spas needing gas for heating.
Deck steel - ground wire can be installed at this stage.
Pool Final - to be called in prior to plastering, along with fences and gates being complete.
Fence Regulations SECTION 9-2-1
FENCES OR OTHER ENCLOSURE REQUIRED FOR SWIMMING POOLS, SPAS OR HOT TUBS:
All plans submitted to the City for swimming pools, spas or hot tubs to be constructed shall show compliance with the requirements of this Section, and the final inspection and approval of all pools, spas or hot tubs constructed shall be withheld until all requirements of this Section have been complied with by the owner, purchaser under contract, lessee, tenant, licensee or other responsible party. SECTION 9-2-1 FENCE OR OTHER ENCLOSURE REQUIRED FOR SWIMMING
POOLS, SPAS OR HOT TUBS:
A. Every person in possession of land within the corporate limits of the City, either as owner, purchaser under contract, lessee, tenant or licensee, upon which is situated a swimming pool, spa or hot tub, lot or premises, a fence, wall or other solid structure designed to prevent small children from inadvertently wandering into the pool, spa or hot tub. Such fence or other solid structure shall not be less than seventy two (72) inches in height, with no openings, holes or gaps larger than four (4) inches measured in any direction, except that the measurement for a picket fence (one composed primarily of vertical members) shall be measured in horizontal direction between such members Horizontal members shall not be constructed in a manner to allow climbing over the fence. All such doors opening directly into such enclosure shall be equipped with self-closing and self-latching devices designed to keep and capable of keeping such doors or gates securely closed at all times when not in actual use, such latching device to be attached to the upper quarter of the gate or door provided, however, that the door of any dwelling occupied by human beings and forming any part of the enclosure required by this Section need not be so equipped. In cases where only a spa or hot tub is located on the property, the owner may have the option of providing a sturdy cover with latching devices designed to keep the cover intact when not in use. This option, if chosen, would replace the fence requirements. It shall be unlawful to maintain any swimming pool, spa or hot tub in the corporate limits of the City which is not fenced in accordance with the requirements of this Section. B. C. A temporary fence shall be installed at the start of excavation and meet requirements set forth in subsection A above. (Ord.9-1-87D)
