Accessory Buildings

Accessory buildings include storage buildings, carports, detached garages, gazebos, or any other structure that is not attached to the house.
Accessory buildings that exceeded 120 sq. ft. require a building permit. Unless otherwise approved by a Conditional Use Permit, the maximum size of any accessory building on a residential lot serving a residential use shall be 500 square feet, or 25 percent of the size of the primary structure, whichever is less. Conditional Use Permits are issued by the Planning and Zoning Department.
A building permit submitted with a copy of a site plan or your property survey showing lot dimensions, indicating the location and size of the proposed accessory structure on the property, plans indicating how the structure will be built and elevation drawings with materials to be used. These plans should also include foundation plans, if a concrete slab is used.
All accessory buildings must be at least 3' off the rear property line and at least 5' off the side property lines. (Property lines are usually where your fence is).
The permit fee for an accessory building is $30.00 per inspection. Should electricity, plumbing or air conditioning be added to the accessory building, add an additional $30.00 fee per required inspection to the permit. Trades (Master Electricians, Plumbers and Mechanical) registered with the City or the homeowner may perform the electrical, plumbing or HVAC work. An inspection will be required before any framing, electrical or plumbing is covered up, and upon completion of work.
On July 15, 2008, the City Council adopted changes to the Rowlett Development Code, which included changes to the Accessory Use and Structures requirements. Below in red are the approved changes and new requirements:

(3) Dimensional standards for accessory buildings and structures.
(a) Size.
(1) Unless otherwise approved by a conditional use permit, the maximum size of any accessory building on a residential lot serving a residential use shall be 500 square feet, or 25 percent of the size of the primary structure, whichever is less and cannot exceed the height of the primary structure. Any accessory building over 500 square feet requires a conditional use permit.
Add: a. Accessory structures on a residential lot.
i. No accessory building or structure in excess of 120 square feet may be erected without first having been issued an accessory building permit from the Director of Development Services or designee, which shall be reviewed based on the compatibility of the accessory building with the primary structure and surrounding properties and the visual impact as viewed from adjacent public right‐of‐ways. An illustration or façade/elevation plan must be provided with the permit application detailing the design and building materials for the proposed structure.
ii. No accessory building or structure measuring 500 square feet or more may be erected or placed on a residential lot without prior approval from the Planning and Zoning Commission. Applications shall include a site plan, a façade/elevation plan, and such information as is necessary to enable the Commission to review the application considering the compatibility of the accessory building with the primary structure and surrounding properties and the visual impact as viewed from adjacent public right‐of‐ways.
iii. No more than one accessory structure (excluding covered patios or play structures) will be allowed on a residential lot unless approved by the Planning and Zoning Commission.
