Related Information Strategic Plan June 06 Spreadsheet Strategic Plan 06 Booklet Assistant City Manager Organizational Chart BREAKING NEWS City Council names Lynda Humble as new City Manager, effective January 20, 2009 Rowlett voters approved a home rule charter in 1952 establishing a Council/Manager form of government. Under the Council/Manager form of government, the Mayor and City Council establish policy and law and the City Manager handles the day-to-day management of the City organization. This system combines the strong political leadership of elected officials in the form of a council, with the managerial experience of an appointed local government manager. A representative system of government is established where all power is concentrated in the elected city council and where the city council hires a professionally trained manager to oversee the delivery of public services. The City Manager is the CEO of the City government. Appointed directly by the City Council, the City Manager is in charge of the day-to-day operations of the City. The City Manager is responsible for implementing the policy direction of the City Council in an efficient, effective, responsive and responsible manner. The City Manager is responsible for management of all city operations and services, submits the annual budget to the City Council for Council review, modification and approval, advises the City Council on matters affecting the City, and appoints and removes City personnel.        George Harris, Interim City Manager   George was appointed Interim City Manager, effective June 27, 2008, upon the departure of the former City Manager.  Prior to this he was appointed as Fire Chief on June 1, 2008, a position he will resume when a new City Manager is appointed.     He has been employed with the City of Rowlett for 24 years and has served in many leadership positions; most recently as Deputy City Manager for almost 3 years and before that as Assistant City Manager for two years.  He was also the Fire Marshal for 13 years.  He began his career with the City in Fire Rescue where he held various positions over six years including Arson Investigator, Driver Engineer and Firefighter.    George may be reached at 972-412-6110 or gharris@rowlett.com.
