The City of Rowlett uses a council-manager form of government, in which the legislative functions of government and most policy-making are the responsibility of an elected mayor and city council. Day to day operations of city government are the responsibility of a professional city manager hired by and directly responsible to the council. The city manager in turn relies on the assistance of the assistant city manager and department heads to ensure smooth operation of all city departments. Rowlett has a seven-member city council, including the mayor, all of whom are elected at-large. Councilmembers are not full-time city employees, and do not maintain offices at city hall. However, citizens wishing to speak to a councilmember may contact the city secretary’s office at (972) 412-6116, or at the numbers provided by each member on the city council page.

In addition to hired staff and the mayor and city council, a number of citizen boards and commissions provide valuable input into the workings of Rowlett’s city government.  Members of these boards and commissions are appointed by the city council and serve strictly as volunteers.  Members are normally appointed in November of each year.  Rowlett citizens who are interested in serving on any of the boards or commissions should contact the city secretary at (972) 412-6116.  Eligibility requirements to serve on a board or commission are the same as for the city council:

1.  Must be 18 years of age
2.  Must be a registered voter of Rowlett
3.  Must not owe any back property taxes
