Chief Matt Walling


Matt Walling commands the Police Department. A 24 year veteran of law enforcement, he has been proudly serving the citizens of Rowlett for over 20 years since starting as a patrol officer in 1986. Chief Walling has a Bachelor of Science Degree from Texas A&M University- Commerce, 18 graduate hours towards a Master of Science Degree and has over 2700 law enforcement related training hours in various subjects including homicide, robbery, narcotic investigations, supervision, special weapons and tactics, information systems administration, and crime prevention.

He holds a TCLEOSE Master Peace Officer Certification. Chief Walling is a graduate from the 204th Session of the FBI National Academy. He is also a February 2002 graduate of the Sam Houston State University Bill Blackwood Law Enforcement Management Institute Leadership and Command College, class #40.

In 1987, he was transferred to the Criminal Investigations Division where he worked various investigations including juvenile, narcotics, and crimes against persons until he was promoted to sergeant in December 1994. For the next two years, he worked as a shift supervisor in the Patrol Division. In January 1997, he was promoted to the rank of lieutenant with the assignment of Commander of the Patrol Division. Then Lt. Walling was named "Supervisor of the Year" for 1997. In February 2000, he undertook the assignment of Commander of Support Services. He served in that position until March 2003 when he was promoted to Assistant Chief of Police.

In April of 2005 Matt Walling was promoted to Chief of Police. He is a member of the North Texas Police Chiefs Association, the Texas Police Chiefs Association, and the International Association of Chiefs of Police. Chief Walling can be reached at 972-412-6202 or by email.

Assistant Chief Lamar Evans
 



Lamar Evans is responsible for the day-to-day operations of the department. He has oversight of the Patrol, Criminal Investigations and Support Services Divisions.  He has been employed with the Rowlett Police Department for over 25 years. 

Assistant Chief Evans has served both in the Criminal Investigations Division and Patrol Divisions as an officer and a supervisor. He founded the department's Special Weapons and Tactics Team (SWAT) and served as the unit Commander the last five years. He is a TCLEOSE certified instructor and firearms instructor and holds an advanced certification as a physical fitness trainer. 

Assistant Chief Evans holds a Master Peace Officer certification and is a graduate of the School of Police Supervision, Law Enforcement Management Institute of Texas Leadership and Command College Class #46 and the 210th Session of the FBI National Academy.

Assistant Chief Evans is a retired U.S. Army Master Sergeant with 29 years of service and is a combat veteran of Operation Desert Storm. His last deployment before retiring was in support of Operation Enduring Freedom in 2003.  He can be reached at 972-412-6202 or by email.

Linda Harris


Linda Harris is the Administrative Assistant to the Chief of Police. Ms. Harris originally started working for the City of Rowlett in October 1978 in the Tax Department. She also has worked in the Utility and Finance Department. She left the City in 1983 to be a stay-at-home mom and returned in 1987 to work part time in the Tax Department. In 1989 she transferred to the Finance Department where she was responsible for the city payroll and ambulance billing.

In February 1991 Ms. Harris transferred to the Police Department in the Records Division as a records clerk. In October 1994 she was promoted to Administrative Secretary to the Chief of Police. In April 2000 Ms. Harris was again promoted to her current position of Administrative Assistant to the Chief of Police where her responsibilities have increased. Her duties include assisting with budget predictions and budget preparation, preparation and maintenance of all documents associated with purchases by the department, scheduling appointments for the Chief, Assistant Chief and Support Services Director, reviewing all time sheets, making and confirming all travel arrangements for all Police Department personnel, purchasing all office products and various other duties. Dr. Steven Leatherwood


Dr. Steven Leatherwood is the pastor of the First Baptist Church of Rowlett. He also serves on a voluntary basis as the department's Chaplain. Over the last several years, he has assisted officers within the department and citizens of the community when they have been confronted with tragedy and grief. His duties include but are not limited to: 

 -Counsel other members of the department
-Counsel the families of peace officers and other departmental personnel
-Visit sick and injured officers and departmental personnel in home and hospital
-Make death notifications
-Provide assistance to victims
-Serve as liaison with other clergy in community
-Furnish expert answers for religious questions
-Offer prayers at special occasions such as recruit graduations, awards ceremonies, etc.
-Serve on various committees within the department
-Deal with transients and the homeless
