Is it legal to ride a bicycle on the sidewalk? From The State of Texas Transportation Code 551.101 "A person operating a bicycle has same the rights and duties applicable to a driver operating a vehicle......" and goes on to list certain exceptions required by the very nature of bicycles. Therefore it is illegal to ride a bicycle on the sidewalk.
Section 551.203, however, states "A person may operate an electric personal assistive mobility device (which can only have two wheels) on a sidewalk."

How do I get a copy of a report? You may obtain a copy of an Offense Report by contacting the Rowlett Police Department Records Section in person at 4401 Rowlett Road, Monday through Friday, 8 AM – 5 PM, or by mail. Requests must include information to identify the report, i.e. incident number, date and location of offense or complainant’s name. Mailed requests should be sent to the address listed below on an Open Records Request Form and must be accompanied by a self-addressed, stamped envelope.
Copies of offense reports are provided at a cost of 10 cents per page.

Requests must include a minimum of two factors identifying the report, i.e. location, date of occurrence, name of driver or incident number. Mailed requests should be sent to the address listed below on a completed Open Records Request Form and must be accompanied by a self-addressed, stamped envelope.
There is a $4.00 charge, payable to the City of Rowlett, for each accident report provided.

May electric vehicles and motorized scooters be ridden on streets and sidewalks in Rowlett? Yes, but there are specific requirements which must first be met. Relevant Texas law regarding electric scooters may be viewed in it's original format as approved by the Texas Legislature by following this link to Transportation Code Section 551.301.
Sidewalks and roadways are available for use by scooters with a motor size less than 40 cc's.
Scooters may only be operated on roadways with a posted speed limit of 30 MPH and lower.
For purposes of this law, motorized scooters with engines greater than 40 cc. capacity will be regulated under the same laws as motor vehicles. Municipalities are given the privilege of further regulation, and such an ordinance has been enacted by the Rowlett City Council. You may want to visit our Scooter Safety page.

How do I get fingerprinted? Fingerprinting may be obtained by contacting the Rowlett Police Department Detention Services Section, located at 4401 Rowlett Road. Fingerprinting is done 24 hours depending on workload. Civilians are not permitted in the secure area when prisoners are being processed. There is a $5.00 charge per fingerprint card, payable to the City of Rowlett. We are unable to provide fingerprinting for immigration purposes.
Please be aware that fingerprinting is done in the jail. Persons under 18 are not permitted in the jail and we have no facilities to accomidate small children. < back to top

How do I get an impounded vehicle released? Vehicles NOT held as evidence in a criminal action will be released by the storing wrecker service company. If you do not know where your vehicle has been stored, you may contact the City of Rowlett Police Department Communications Division at 972-412-6200 and select Option #1 for the location.
The Texas Department of Transportation provides guidelines to the wrecker service companies regarding release of vehicles. This is not controlled by the City of Rowlett Police Department. To view the curent TxDOT regulations regarding vehicle storage facilities and vehicle releases please follow this link to the TxDot website. To obtain your vehicle, you must contact the appropriate wrecker storage company and pay the impound/storage fees accrued.
If your vehicle has been impounded as evidence in a criminal action, or a law enforcement HOLD has been placed on the vehicle, you should contact the City of Rowlett Police Department Criminal Investigation Division between 8:00 AM and 5:00 PM Monday thru Friday. < back to top
